This allowed broadcasters to front load their revenue recovery.

From a the perspective of the broadcasters, the India vs Pakistan match is the safest asset, as millions of viewers across the world will definitely tune in no matter when the two play against each other.

The ICC officially maintains that group stage draws are based on rankings and seedings. However, the probability of an India vs Pakistan match landing in the same group has defied the odds for 13 years.
