Canada’s intelligence agency has formally acknowledged the ongoing threat posed by Khalistani extremist elements operating within the country. In its latest report tabled in Parliament, the Canadian Security Intelligence Service (CSIS) stated that activities linked to Canada-based Khalistani extremist (CBKE) groups continue to promote a violent extremist agenda.
The report also revisits the 40th anniversary of the Air India Flight 182 bombing, noting that the suspects in the attack were associated with Canada-based Khalistani extremist networks. The bombing remains the deadliest terrorist attack in Canadian history, killing 329 people, most of them Canadian citizens. CSIS added that there were no CBKE-linked attacks reported in Canada in 2025.
Despite the absence of recent attacks, the agency warned that such groups continue to pose a national security risk. According to the report, some individuals linked to these networks maintain connections within Canada and allegedly exploit institutions to promote extremist narratives and raise funds, which may then be diverted toward violent activities.
The assessment, based on intelligence gathered in 2025, appears to reflect a shift in tone amid changes in Canada’s political leadership, including Prime Minister Mark Carney.
Meanwhile, Royal Canadian Mounted Police (RCMP) Commissioner Mike Duheme backed parts of the intelligence findings but said there is no clear evidence linking current threats to India.
In an interview with CTV, Duheme said that earlier remarks in 2024 were based on the status of an active criminal investigation at the time. He added that while concerns around transnational repression remain, current findings do not definitively point to involvement by any foreign government.
Ties between India and Canada have been strained in recent years, particularly following allegations that Indian agents were involved in the 2023 killing of Hardeep Singh Nijjar outside a gurdwara in Canada. India has consistently denied the claims, describing them as politically motivated.
