The Manorhaven Board of Trustees unanimously approved the village’s $6.08 million budget for the 2026–27 fiscal year and several infrastructure-related measures during a meeting on Wednesday, April 22.
The board voted 5-0 to adopt the budget for the fiscal year beginning June 1, following a public hearing in which no residents spoke. The budget represents an increase of about $568,000, over the current year. Village accountant Robert Rosen told the board at a previous meeting the plan includes a tax levy increase of approximately $100,000 while maintaining compliance with the state tax cap for the 15th consecutive year.
Mayor John Popeleski highlighted several updates during the meeting, including new grant funding and infrastructure projects.
The village will receive $156,000 from the Federal Emergency Management Agency for a drainage study along Orchard Beach Boulevard to be conducted with local utilities. An additional $250,000 federal grant will fund sewer lining improvements.
Trustees also approved a $69,000 contract with IMEG Consultants for a sewer capacity study tied to a proposed development at 12-20 Matinecock Ave. The cost will be covered by the developer through an escrow account. In a separate vote, the board authorized $16,800 for D&B Engineers to provide stormwater management services and ensure compliance with state and federal regulations.
The board also appointed Mandy Donghua Li as an alternate member of the Board of Zoning Appeals through July 2028, a decision that drew criticism during the public comment period.
Several residents raised concerns about Li’s role as a licensed real estate agent, questioning whether it could present a conflict of interest. Others called for stricter oversight of development projects, particularly regarding water and sewer capacity.
Additional concerns included reports of unauthorized vehicles on trails at the Manorhaven Preserve, with village officials responding that bollards will be installed to prevent access.
Officials promoted upcoming community events, including the Manorhaven Street Fair scheduled for May 30, before entering an executive session to discuss personnel matters. No action was taken during that session.
