NewDelhi:A Delhi Police head constable posted at the Special Cell allegedly shot a 21-year-old Zomato delivery boy dead in the Jaffarpur Kalan area in the early hours of Sunday. The same bullet wounded his friend who was seated behind him on a motorcycle. The incident took place after a birthday party in the neighbourhood. As a group of people stood on the road preparing to leave, the accused, identified as Neeraj, approached them and picked an argument with them before opening fire. The bullet pierced the chest of Pandav Kumar, 21, and exited to strike his friend Krishan in the right abdomen. Both were rushed to RTR Hospital, where Pandav was declared brought dead. Krishan remains hospitalised.
Police said a neighbour, Rupesh Kumar, was celebrating his two-year-old son's birthday at his rented house in the area. The party wound up around 2 AM, after which around 13 people, including two children, made their way to the main road to leave. After a few departed by cab, six people on scooties and motorcycles, along with Rupesh, remained on the road talking.
It was at this point that Neeraj, who lived on the opposite side of the road, came down and began arguing with the group before suddenly raising his weapon at Pandav and firing.

DCP Dwarka, Kushal Pal Singh (IPS), said Neeraj had been living on that side of the road for the last 15 years. "As the group of seven was talking on the road, Neeraj came down and started arguing with them. Then suddenly, he pointed the weapon towards the chest of Pandav and fired. One bullet pierced his chest and exited to strike Krishan, who was sitting pillion on the motorcycle, in the right abdomen," he said.
According to police, Neeraj's residence is located on the main road in Jafarpur Kalan, near a colony of migrant labourers. The group had allegedly been making noise on the road while waiting for their cab, a flashpoint that is believed to have triggered the confrontation.
Neeraj, a native of village Bahu Akbarpur, Meham, Rohtak, Haryana, had been living alone at the Rawata village address for 15 years. A case under appropriate sections has been registered and investigation is underway.
