Americans’ approval of Congress remains near historic lows, while disapproval has climbed to one of the highest levels ever recorded, according to anew Gallup poll.
Just 10% say they approve of the way Congress is handling its job, barely above the all-time low of 9%. Meanwhile, 86% say they disapprove, tying the record high for congressional disapproval.
Public opinion has remained largely negative for decades, with approval ratings below 30% for most of the past five years. The current numbers reflect continued dissatisfaction amid ongoing political disputes and legislative gridlock.
Recent trends show approval of the current Congress rose briefly in early 2025 before falling sharply following a prolonged government shutdown. Since then, ratings have remained in the low-to-mid teens, while disapproval has steadily increased.
Views differ by political affiliation. Approval has dropped significantly among Republicans since 2025, while Democrats and independents have consistently given Congress low ratings. Currently, just 11% of independents and 3% of Democrats say they approve of the job Congress is doing.
The findings are based on a Gallup poll conducted April 1–15, 2026.
