The Uttar Pradesh Anti-Terrorism Squad (ATS) has arrested two terrorists working for Pakistani gangsters and ISI. ATS is a specialised, elite intelligence-driven law enforcement agency that is responsible for dismantling sleeper cells, tackling terrorism, and investigating high-profile anti-national activities. The two terrorists have been identified as Tubar Chauhan alias Hizbullah Ali Khan, 20, who is a native of UP's Baghpat and currently resides in Meerut, and the other is Sameer Khan, 20, a resident of Delhi’s Seemapuri. According to UP ATS, these two were connected with Pakistan gangsters Shahzad Bhatti and Aabid Jatt, who were working on the directions of the ISI.

Both Hizbullah Ali Khan and Sameer Khan were arrested from Noida on Thursday for allegedly working with Pakistani handlers, including from the ISI, as well as some gangsters and "radical YouTubers" of the neighbouring country.

The Uttar Pradesh Anti-Terrorist Squad (ATS) investigating the presence of Pakistani sleeper cells created through social media found that two men were allegedly in direct contact with Pakistani operatives and "planning a major disruptive act".

Additional Director General of Police (Law and Order) Amitabh Yash said that ATS had initiated a probe following intelligence inputs regarding sleeper cells created through Instagram and other social media platforms.

Earlier on Tuesday, the Gujarat Anti-Terrorism Squad (ATS) had also arrested two individuals suspected in an alleged anti-national conspiracy case. The ATS was monitoring anti-India activities on social media and the internet through both technical and human intelligence inputs.

During the course of surveillance, Police Sub-Inspector AP Parmar received specific intelligence that Irfan Kalekhan Pathan, a resident of Siddhpur in Patan district, was allegedly influenced by extremist Islamic ideology.

According to officials, Pathan, along with his associates, had allegedly conspired to establish "Ghazwa-e-Hind" in India by carrying out an armed rebellion against the Government of India and spreading fear.

He was reportedly collecting weapons and preparing to manufacture explosives. He was also allegedly attempting to radicalise and recruit individuals, both within India and abroad, for jihad, and was in the process of forming a network.

After verifying the inputs, senior ATS officials were informed, following which a team was constituted under the guidance of Superintendent of Police K Siddharth and led by Deputy Superintendent of Police Virjeetsinh Parmar, along with other officers. The accused was subsequently detained and brought to the ATS office for preliminary questioning.

During the inquiry, officials said data retrieved from his mobile phone indicated that he was in contact with suspected ISIS-linked individuals and other radical elements through messaging platforms such as WhatsApp and Instagram.
