Asked about Hong Kong’s potential role in the initiative, Ip said the city’s biggest contribution would be “successful ongoing implementation” of its one country, two systems governing model.

“One country, two systems is a highly innovative and unprecedented governance model,” she said.

“I think China has brought forward this idea, not only for Hong Kong, but also as a possible model for other countries and regions for conflict resolution. It is, in a way, a global public good.”

Unveiled last September to commemorate the 80th anniversary of the United Nations, the Global Governance Initiative emphasises inclusive multilateralism, sovereign equality and developmental autonomy free from ideological conditions
