The Floral Park Board of Trustees voted to approve a special use permit for a below-grade parking facility for the proposed Stella-Cerrone apartment development at its Tuesday, April 21meeting.
Mayor Kevin Fitzgerald said the application will still need several rounds of approval from the village board, the zoning board and the architectural review board. Future decisions will decide on the building’s height, occupancy and design.
“This decision does not approve the full building project,” he said. “It specifically grants approval for underground parking.”
He saidthe decisionincludes several restrictions and covenants, including a host community benefit agreement, which ensures the village will receive tax payments in full regardless of payment-in-lieu-of tax agreements that might be made with Nassau County. It also stipulates construction timelines and restricts roof use, certain infrastructure needs, first-responder collaboration, and other measures.
The village review of hearings, studies and documents determined that there will not be significant traffic or parking strain, officials said.
Asproposed, the two-building apartment complex has over 150 units and is five stories at its tallest.
The boardclosed the public hearingon the special use permit on Feb. 3, after the proposal had drawn fierce public opposition.
Residents saidthey were concerned about the building’s height, its effect on parking and traffic in the area, the impact it would place on local schools, the construction process and the potential strain on emergency services.
Thedevelopers respondedto board and resident concerns with additional studies that disputed negative impacts.
Trustees also voted to adopt its $37,971,880 budget for 2026/2027. This budget is $365,586 greater than last year’s$37,606,294 budget. Village Treasurer Gerard Bambrick said pension contribution changes and insurance premiums were the leading factors in the budget increase.
