So that there wouldn’t be any of this sort of thing but states that didn’t have such commissions such as Texas, or such regulations, were redistricting between the 10-year cycles that are normally customary for congressional redistricting. So Virginia decided it was forbidden to do so by this commission system they had enacted, that they wanted town do it with a state constitutional amendment which is what people are voting on but it’s very confusing because the message is being sent to say, we’re trying to restore fairness. Fairness isn’t what it’s all about. It’s about power, and the Democrats have some and they think they are in a position to get more.”
