Todd Lyons, the acting director of US Immigration and Customs Enforcement (ICE), is leaving his post at the end of May after overseeing the Trump administration’s aggressive nationwide crackdown on immigration.
Lyons has led ICE since March 2025, when he replaced Caleb Vitello after the administration grew frustrated with the pace of deportations. His time in charge saw a major escalation in enforcement, with teams of masked agents sent into cities for roving street patrols aimed at rounding up migrants.
The operations sparked heavy controversy, especially in Minneapolis, where ICE agents killed two unarmed US citizens — Alex Pretti and Renee Good — during an operation called Operation Metro Surge. The shootings triggered widespread outrage and forced the administration to dial back some of its activities.
The aggressive tactics also led to sharp clashes with local and state officials in several cities. Trump administration officials defended the approach, saying it was necessary to get criminals off the streets. Department of Homeland Security Secretary Markwayne Mullin announced Lyons’ departure and praised his leadership. In a post on X, Mullin wrote: “He jumpstarted an agency that had not been allowed to do its job for four years. Thanks to his leadership, American communities are safer.”
Lyons is expected to move into the private sector after his last day on May 31.A veteran of the agency, Lyons first joined ICE in 2007 after serving in the military, including a deployment with Special Operations Command Central. He worked his way up through the ranks, previously running the Boston field office and serving as acting assistant director for field operations before being picked to lead ICE by former DHS Secretary Kristi Noem.
