MOSCOW (Sputnik) - Following the incident in the village of Petropavlovskaya Borshchagovka in the Kiev Region where people were held in the basement of a house against their will, criminal proceedings have been initiated, Ukraine’s State Bureau of Investigation (SBI) said on Tuesday.
