President Trump said that if Democrats win the House or the Senate on Tuesday, he will govern by veto until the two sides cut a deal, telling Fox News' Miranda Devine that he would "become Mr. Veto."

Trump then explained the process. "You'll have a president, and you won't have the House or the Senate," he said. "They'll be sending stuff up. You veto it." Eventually, he said, "after a month or two of getting all vetoed, you know, they come over and you make a deal. I think that probably would happen, but hopefully we don't have to worry about that."
