Homeland Security Secretary Markwayne Mullin accused New York of giving illegal aliens "more rights than American citizens" by downgrading criminal offenses and giving softer punishments to violent criminals based on their immigration status.  "Illegal immigrants in New York State have more rights than American citizens," Mullin said after confirming they are downgrading offenses during an appearance on Fox News this morning.
