Now the UVU after-action report makes clear that those questions were legitimate. Investigators repeatedly tried to contact people connected to TPUSA security, including Brian Harpole, Dan Flood and Maycee Crofts. They did not obtain responses. Senior TPUSA officials were also contacted without success. Then comes the venue. UVU personnel had concerns about the outdoor Fountain Courtyard. TPUSA preferred that location. The report says the decision created a harder environment to control, surrounded by buildings, elevated areas, pedestrian routes and multiple vantage points. TPUSA also preferred its own ticketing system, limiting UVU’s ability to track attendance and crowd size accurately. Even worse, there was no comprehensive written Security Assessment or Event Action Plan covering command structure, posts, communications, access control, contingency planning and emergency response.
