The Northern Virginia Mental Health Institute handed accused killer Abdulloi Toshpulodzoda an unsupervised 48-hour weekend pass, DESPITE a court order that he “shall not be released from custody and inpatient hospitalization without further order of this court.” Toshpulodzoda then headed straight to Washington Dulles International Airport, boarded a one-way Turkish Airlines flight to Istanbul, and continued on to Dushanbe, Tajikistan.
