U.S. President Donald Trump's social media post Sunday announcing that he ordered the Pentagon to "substantially reduce" joint South Korea-U.S. military drills, came on the morning of the first day of the Ulchi Freedom Shield joint exercises. "These exercises are not only costly ... but send a signal that is totally inappropriate and hostile, to a Country that, as long as Donald J. Trump has been President, has been unthreatening and respectful," Trump wrote on his Truth Social site. The comments were widely interpreted as a signal that Trump was seeking a meeting with the recalcitrant North Korean leader Kim Jong-un, whom he has met three times during visits in Singapore, Hanoi and at Panmunjeom. On Tuesday, when asked by White House journalists why Kim had not responded to his efforts to reengage, Trump responded, "He has." But because Trump did not provide additional details, it is hard to determine what and when the response from the North came and in what fashion. Trump's position toward Seoul has made trade negotiations between the two countries a delicate dance. But Trump's latest
