I think Justice Thomas, in dissent, had the better of the argument that with foreign policy, this is a power of the president. But here’s the point that really matters. The Supreme Court decision, I don’t think, is going to have much consequence other than a bunch of chaos and litigation, because there are a host of other federal statutes that let the president impose basically the same tariffs.”
