Congressional investigators have examined whether networks associated with Shanghai-based businessman Neville Roy Singham helped fund organizations involved in American civil unrest and whether any activity should be investigated under foreign-agent laws. These are serious allegations under investigation—not proof that every person attending a protest was individually paid.
