According to board chairmanJohn Fervier, the inquiry began in October 2024 after residents across multiple counties reported receiving ballot request forms that appeared already completed. Investigators concluded that the mailers violated state statutes prohibiting third parties from sending electors pre-completed absentee ballot applications unless authorised relatives were involved.
