Four people, including a Hempstead man, were indicted on conspiracy and drug possession charges for engaging in an organized interstate drug trafficking operation that brought deadly fentanyl and other narcotics into Nassau County and the New York City area through the mail, Nassau County District Attorney Anne Donnelly announced on Wednesday, June 3.

Macayo Parrott of Glendale, Ariz., was arraigned on June 2 on charges of conspiracy, operating as a major trafficker, three counts of criminal sale of a controlled substance, and four counts of criminal possession of a controlled substance, Donnelly said. Parrott pleaded not guilty, is due back in court on July 13, and if convicted, faces up to 25 years to life in prison.

Bruce Frazier of Hempstead was arraigned on March 4 on charges of conspiracy, criminal possession of a controlled substance and attempted criminal possession of a controlled substance, Donnelly said. Frazier pleaded not guilty and bail was set at $1 million cash, $2 million bond, and $20 million partially secured bond. He is due back in court on June 15, and if convicted, faces up to 20 years in prison.

Antwann Meyers of Queens was arraigned on March 4 on charges of conspiracy, criminal possession of a controlled substance and two counts of attempted criminal possession of a controlled substance, Donnelly said. Meyers pleaded not guilty and bail was set at $2 million cash, $4 million bond, and $40 million partially secured bond. He is due back in court on June 15, and if convicted, faces up to 30 years in prison.

Robert Bowie of Phoenix, Ariz., was arraigned on May 1 on charges of conspiracy and attempted criminal possession of a controlled substance, Donnelly said. Bowie pleaded not guilty and bail was set at $1 million cash, $2 million bond, and $10 million partially secured bond. He is due back in court on July 1, and if convicted, he faces up to 20 years in prison.

Beginning in June 2023, multiple state and local departments received information from an investigation that large amounts of narcotics, U.S. Postal Service parcels, and packing materials were found and believed to have been used to ship narcotics, Donnelly said.

The recovered parcels showed addresses including 153rdLane in Jamaica, Queens, a hotel connected to Meyers’ work as a security guard, Donnnelly said. An investigation identified a pattern in which packages were shipped with shipper and receiver names that did not match the addresses, the DA said.

The parcels were electronically tracked to a mobile phone number used by Parrott, Donnelly said.

Parrott allegedly shipped additional packages to a home in Hempstead, where Frazier allegedly lived, and other delivery locations in Ridgewood and Brooklyn, connected to Meyers, Donnelly said.

For approximately 32 months, more than 40 packages were identified as allegedly shipped by Parrott. Four of those packages were intercepted and confirmed to contain narcotics, the DA said.
