In what is possibly the first documented instance of terrorists allegedly using ChatGPT to cause mass casualties, the National Investigation Agency has, in its chargesheet in the Red Fort vehicle-borne IED blast case, revealed how artificial intelligence platforms name ChatGPT, online videos and easily available commercial materials were allegedly used by members of a terror module to build rockets, explosive devices and drone-based attack systems.

The chargesheet also details how the group allegedly tested rockets and Cylinder IEDs in forests across Kashmir, modified drones for carrying explosives, and procured electronic trigger mechanisms online before the deadly Red Fort blast that killed 11 people and injured several others.

Jasir Bilal Wani was arrested on November 17, 2025, after disclosures made by co-accused including Dr Muzammil, Shaheen, Dr Adeel Ahmed Rather and Mufti Irfan Wagay in the Nowgam Police Station case.

According to the NIA, Jasir stayed at the Al Falah campus several times during 2024 and 2025, where he allegedly provided technical support to the group’s conspiracy plans.

Investigators say Jasir was introduced to Dr Umer-un-Nabi by Dr Adeel Ahmed Rather. The chargesheet alleges that Dr Adeel supplied ingredients like powdered sugar and potassium nitrate in the form of NPK fertiliser, while Dr Umer guided the technical research into improvised rocket IEDs.

One of the major revelations in the chargesheet is the alleged use of ChatGPT and YouTube by Jasir to learn how rockets could be built and what chemical proportions were required for the mixtures.

The NIA says Jasir, along with Dr Umer, Dr Muzammil and other accused, tested rocket IEDs inside the forests of Qazigund. During the investigation, NIA teams reportedly recovered remnants of the tested devices from deep inside the forest areas based on Jasir’s disclosures.

The agency also claims Dr Umer later handed over two drones to Jasir and asked him to improve their flying range and payload capacity. Drones were meant to carry explosives for attacks on security force installations in Kashmir and other parts of the country.

The chargesheet further states that another round of explosive testing took place in the Youshmurg forests near Mattan in Anantnag. The group tested Cylinder IEDs using butane canisters commonly available in trekking equipment shops and analog alarm clocks used as timers.

The NIA says Jasir became skilled at making such devices using materials that could be purchased easily from commercial markets. Remnants from these tests were also seized by NIA teams during the probe.
