The Delhi government has issued strict directions against illegal animal slaughter, transportation and public sacrifice ahead of Bakrid 2026, warning of criminal action against violators. Development Minister Kapil Mishra chaired a review meeting on Thursday and instructed officials to ensure strict implementation of animal welfare laws.
According to an official statement, authorities have been directed to permit animal sacrifice only at authorised and designated locations. The government also reiterated that the slaughter or sacrifice of cows, calves, camels and other prohibited animals will not be allowed under any circumstances.
Officials were specifically instructed to ensure that no sacrifice takes place on roads, streets or in other public spaces. The minister also stressed that the buying and selling of animals in public areas is “completely illegal”.
Kapil Mishra directed officials to take “immediate and stringent action” whenever complaints related to illegal slaughter, unlawful transportation or cruelty towards animals are received. He also instructed departments to ensure that blood from sacrificed animals does not flow into roads, drains or canals and that animal remains are disposed of only through approved safety and hygiene mechanisms.
The minister asked different departments, including police and local administration, to work in coordination, especially in sensitive areas, to ensure compliance with existing rules.
Citing directions issued by the Animal Welfare Board of India to state governments and police chiefs, Mishra said proper enforcement of animal protection laws was necessary during the festival season.
“Animal protection is not only a legal responsibility but also a cultural and moral duty,” Mishra said while appealing to residents to report cases of illegal transportation, cruelty or unauthorised slaughter to authorities.
He also reminded officials that cruelty against animals is punishable under the Prevention of Cruelty to Animals Act, 1960, and asked them to register criminal cases wherever violations are found.
The Delhi government has additionally ordered a public awareness campaign ahead of Bakrid through posters, social media and other communication platforms to spread awareness about civic responsibilities and animal welfare rules.
