After announcing the "No PUC, No Fuel" rule in Delhi, the government has now extended the same rule across Delhi-NCR, including cities of Uttar Pradesh, Haryana, and Rajasthan, starting October 1, 2026. Earlier, the rule was applicable only in Delhi since April 23. The rule means that commuters won't get fuel without a valid Pollution Under Control Certificate for their vehicles.
The Commission for Air Quality Management (CAQM) has decided to extend the rule with an aim to curb rising pollution in the national capital and surrounding regions.
Under the "No PUC, No Fuel" rule, petrol pumps across the Delhi-NCR would stop supplying fuel to vehicles without a valid Pollution Under Control (PUC) certificate as the government stepped up enforcement of anti-pollution measures. As per the new directive, fuel such as petrol, diesel, CNG or LPG is now supplied only to vehicles holding a valid PUC certificate.
Concerned agencies have been directed to ensure zero tolerance in implementation. While the rule was first declared in October 2025, officials said its implementation will now be stricter and permanent.
While announcing this rule for Delhi in March, Chief Minister Rekha Gupta said that the government is committed to ensuring a clean, healthy environment and improving Delhi's air quality through sustained and comprehensive measures.
"Tackling air pollution requires firm and effective interventions. This decision is a crucial step in that direction," she mentioned, underlining the need for compliance.
When the rule was announced for Delhi, over 15,000 vehicles were turned away from fuel stations in just four days from April 26 to 29, as per data accessed by the PTI. The move signals a stricter on-ground implementation of existing norms to tackle the city's persistent air quality crisis.
An official told PTI, "A significant number of vehicles without a valid PUC certificate are being denied fuel daily. In just four days, for example, over 15,000 vehicles were turned down."
